Our form of government is based on representative democracy. We elect individuals to represent the public’s interests and demonstrate leadership in addressing issues that impact the health, safety, and quality of life in Colorado. However, for representative government to operate successfully there must be mutual trust between the citizens and those they elect to represent them. Based on the increasing number of ballot initiatives and the increasing number of restrictions which the voters are placing on their elected representatives (such as the implementation of term limits), it appears as if the public’s trust in representative democracy is eroding.
Accordingly, the Constitutional Reform Subcommittee will review opportunities to improve Colorado’s initiative and referendum process, identify conflicting provisions in Colorado’s constitution and make recommendations to resolve the conflicts, and evaluate the implementation of a process that periodically reviews the state constitution in order to keep it organized, to reconcile conflicts, and to resolve unintended consequences. |
